The implications of military intervention on the Malian crisis

While the deployment of the African-led International Support Mission to Mali (AFISMA) was painstakingly being planned, events suddenly accelerated on 10 January 2013 when the town of Konna fell into the hands of the armed groups occupying the northern part of the country. This triggered the French military operation code-named Serval and the deployment of AFISMA to support the Malian army and introduced a new set of political and security dynamics.

Against that background, ISS Dakar, in partnership with the enlarged Group of ECOWAS Ambassador in Dakar, organised a seminar that aimed to tackle the following questions: What are the trends and the risks associated with the current military intervention in Mali? Can this intervention change the dynamics of the political process or the questions relating to security sector reform? What are the likely consequences of this intervention for the relationships between the political and military sectors? How is the military intervention impacting on the electoral process? Is the new political situation still situated within the framework of the Agreement of 6 April 2012? Beyond Mali, to what extent does the military action increase the threat of terrorism for troop-contributing countries?

The seminar was chaired by S.E.M. Hippolyte Ouédraogo, the Ambassador of Burkina Faso in Senegal and President of the Group of the Ambassadors of the ECOWAS member states in Dakar. Dr Deogratias Barakamfitiye, Director of the ISS Dakar office, co-chaired the event. Speakers included ISS senior researchers, Dr David Zounmenou and Dr Lori-Anne Théroux-Bénoni, who presented the preliminary findings of research they conducted in Bamako between 26 January and 7 February 2013. The seminar brought together about 30 participants, consisting mainly of ambassadors and diplomatic advisors. The main issues covered by the presenters and participants were published on 25 February 2013 in an ISS Situation Report entitled, Mali in the aftermath of the French military intervention: new opportunities or back to square one?. Alors que le processus de planification du déploiement de la Mission internationale de soutien au Mali sous conduite africaine (MISMA) se mettait laborieusement en place, les évènements se sont subitement accélérés, avec la prise, le 10 janvier 2013, de la localité de Konna par les groupes armés qui occupaient la partie septentrionale du pays. Le déclenchement subséquent de l’opération militaire française Serval et l’arrivée des troupes de la MISMA, y compris à Bamako, en appui à l’armée malienne, induisent de nouvelles dynamiques politiques et sécuritaires.

C’est dans ce contexte que le bureau régional de l’Institut d’études de sécurité (ISS) pour l’Afrique de l’Ouest basé à Dakar a organisé en collaboration et à l’intention du Groupe élargi des ambassadeurs de la CEDEAO, une séminaire d’échange et d’information pour aborder les questions suivantes: Quels sont les incidences et les risques de l’intervention militaire actuelle sur la crise du Mali? Cette intervention peut-elle changer la dynamique du processus politique et de la réforme du secteur de sécurité? Quelles pourraient être les conséquences de cette intervention sur les relations entre les institutions politiques et le pouvoir militaire? L`accélération de l`intervention militaire apporte-t-elle un changement au  processus électoral? La nouvelle situation politique est-elle toujours placée dans le cadre de l`Accord-cadre du 6 avril 2012? Au-delà du Mali, en quoi l`action militaire augmente-elle la menace terroriste pour les  pays participants?

De retour d’une mission de recherche qui les a menés à Bamako du 26 janvier au 7 février 2013, deux chercheurs de l’ISS, Dr. David Zounmenou et Dr. Lori-Anne Théroux-Bénoni, ont présenté les résultats préliminaires de leur recherche. Cette réunion d’échange et d’information a réuni une trentaine de participants, essentiellement des ambassadeurs et des conseillers diplomatiques.
