Peace and Security Council Report No 56
This edition includes country analyses on Guinea-Bissau and South Sudan.
The Guinea-Bissau analysis focuses on the much-postponed elections that are now scheduled to take place in April 2014 and the pivotal issue of the dynamics between the political and military spheres in current and future events in the country. The role of ECOWAS in seeking to bring stability to Guinea-Bissau is also considered.
The country analysis on South Sudan focuses on developments since December 2013, but includes background to the latest crisis that emanates from events in July 2013. The analysis highlights the ethnic divisions within Sudan, particularly the Nuer-Dinka hostility, as reflected in the political differences between the president and vice president, including divisions within the military establishment.
The contributions of IGAD, the EU and the UN in trying to resolve the crisis are also reviewed, as well as the latter¹s increasingly shaky relationship with the government of South Sudan. The respective roles of Uganda, Kenya and Ethiopia in seeking to restore stability to South Sudan are assessed, together with the country's ever-worsening economy and the plight of tens of thousands of people displaced by the violence.
