Somalia’s external relations are increasingly having a negative impact on its state-building process.

Many states in Somalia have broken with the federal government’s position of neutrality in the dispute between Saudi Arabia and Qatar, undermining the government’s monopoly on foreign affairs. The resulting crisis has serious ramifications for the relationship between the government and its federal entities.
