Congolese officials recently indicated that presidential elections will not be held by the end of 2017. The announcement comes amid growing fears that the government may use the ongoing violence in the Kasai region and attacks in Kinshasa and elsewhere as an excuse to impose a state of emergency. And the mixed messages from Southern African Development Community states aren’t helping.
