The Peace Missions Programme (PMP) undertook a research project on “Enforcement Actions to Protect Civilians in African Peace Operations” during 2004. The project was informed by the recognition that civilians have become the principal victims of conflicts. Among others, it aims to promote the development of a comprehensive and workable set of doctrinal principles for peacekeeping/peace enforcement operations in Africa by the African Union and African regional organisations operating under UN authority.

 

One of the outputs of the research project is the book on Liberia, which focuses on the synergies between the ECOWAS Mission in Liberia (ECOMIL) and the UN Mission in Liberia (UNMIL), and highlights the complex dynamics of humanitarian interventions in Liberia since the end of the Cold War. The authors examine a broad spectrum of factors and their impact on the civilian population, which inform and contribute to the articulation of coherent doctrinal statements and principles on the application of measures, including enforcement action, to shape the role of the military and key stakeholders in the protection of civilians in future peace support operations in Africa. The book further seeks to deepen our understanding of the intricate dynamics of the normative and operational dimensions of the responsibility to protect.

  • Dr. Mohamed Ibn Chambas: ECOWAS Executive Secretary, will speak on the theme: “ West Africa’s Security Complex: Challenges and Prospects of Regional Conflict Resolution in the 21 st Century.”

  • Festus B. Aboagye (Programme Head) and Dr. Alhaji M.S. Bah (Senior Researcher) will discuss Liberia’s road to recovery and its challenges, prospects and trends.
