South Africa's thin blue line: the budget challenge facing the SAPS

The South African Police Service's budget stagnated between 2011 and 2025, yet personnel numbers fell while serious crime rose.

Resourcing for the South African Police Service remained relatively constant in real terms between 2011/12 and 2024/25. Yet personnel numbers declined while major forms of serious crime increased, although recent statistics show some improvement. More effective ways to optimise the SAPS' limited resources need to be considered. Current approaches to strengthening SAPS lack clarity and focus. Emphasis should be placed on a targeted set of measures to enhance the senior leadership system and other key capabilities.
