Bottlenecks to deployment! Police capacity building and deployment in Africa

The paper is the result of a study to explore the police training environment and gauge key challenges to the smooth deployment of trained officers.

The paper is the result of a study undertaken as part of the TfP to explore the police training environment and gauge of the key challenges to the smooth deployment of trained officers. It examines the priorities of national police organisations, sequencing of training, gender disparities, and and operational level coordination, among others. The study uses experiences gained from the years of police training by the Institute for Security Studies (ISS) to two police regions in Africa, namely the Southern African Regional Police Cooperation Organisation (SARPCCO) and the Eastern African Police Chiefs Cooperation Organisation (EAPCCO).


About the authors

Festus B Aboagye is a Senior Research Fellow at the Peace Missions Programme (PMP)/Training for Peace (TfP) at the ISS’ Pretoria office. He led the study and the publication of the results.

Xavier Ejoyi was, until November 2010, a researcher at PMP/TfP at the ISS’ Nairobi office.

Andrews Attah-Asamoah was, until August 2010, a researcher at PMP/TfP at the ISS’ Nairobi offi ce. He is currently a senior researcher at the Africa Conflict Prevention Programme (ACPP) at the ISS’ Nairobi office.
