The role of regional organisations in implementing the Responsibility to Protect

During the course of the past decade the Responsibility to Protect (R2P) has emerged as a global norm reflecting the commitment of the international community to preventing or averting war crimes, crimes against humanity, genocide and ethnic cleansing.

As the debate on R2P shifts from issues of doctrinal clarity to mechanisms of implementation, important institutional and process questions have emerged regarding the interplay between regional organisations and the United Nations (UN). For instance, what role can regional actors play in prevention and early warning? How should they participate in a time of response? What is the process for determining the existence of R2P situations, the means for responding to such situations and the respective roles of the UN and regional organisations such as the African Union?

This seminar is organised jointly by the ISS and the Global Centre for the Responsibility to Protect. The seminar aims to shed light on these questions to help achieve policy clarity and coherence with respect to the role of regional organisations in the implementation of R2P.
