Towards Implementation of the Southern Africa Regional Action Programme on Light Arms and Illicit Trafficking

This publication contains the proceedings of the seminar hosted by the ISS and Saferworld on the 8-9 September 1999 in Pretoria, South Africa. The seminar entitled `Towards implementation of the Southern Africa Regional Action Programme on Light Arms and Illicit trafficking aimed to move the Southern African Regional Action Programme on Light Arms and Illicit Trafficking (which emerged from a similar joint seminar hosted by the ISS and Saferworld in May 1998) from words into actions, and to identify practical projects within this framework.

This seminar gave rise to much important suggestion on practical projects and there was a pleasing degree of consensus on some priority areas for action. The ideas for practical projects which lend themselves to potential support from the EU, its member states, and other interested governments and organisation emerged during the discussions and received widespread support amongst the participants, were categorised under four broad themes, namely:
