Spotlight: Shaping the global debate on counter-terrorism

Anton du Plessis, deputy executive director of the ISS, spoke at the Council on Foreign Relations' roundtable series on Global Counter-terrorism

The ISS joined two of the United Nations’ most senior counter-terrorism officials in a discussion on the successes and gaps of current UN counter-terrorism strategies based in criminal justice and the rule of law.

Anton du Plessis, deputy executive director of the ISS, was one of three speakers who addressed the roundtable series on Global Counter-terrorism Strategies hosted by the Council on Foreign Relations in New York on 4 November 2013. Joining him were Jean-Paul Laborde, the executive director of the UN Security Council Counter-terrorism Committee Executive Directorate (CTED), and Kimberly Prost, ombudsperson of the UN Security Council al-Qaeda Sanctions Committee.

After 9/11, legal and institutional tools and capacity building programmes were developed to respond to terrorism. These efforts are illustrated by UN Resolutions 1371 (2001) and 1624 (2005). In his evaluation of UN strategies to date, du Plessis will provide perspectives informed by the ISS’s extensive engagement in Africa on counter-terrorism issues. ISS runs training courses for police and prosecutors in east, west and southern Africa and works in partnership with intergovernmental agencies.

Africa has long been a key region for global counter-terrorism efforts. Based on the continent, ISS plays a leading role in shaping the global debate at the highest levels of influence. Bringing together a core group of invitees from member state governments, the private sector, and non-governmental communities, this roundtable was arranged by du Plessis and Micah Zenko, security policy expert at the Council on Foreign Relations – both of whom are also vice chairs of the World Economic Forum Global Agenda Council on Terrorism. While in New York, du Plessis also briefed major donors and counter-terrorism partners, and worked with CTED on possible areas of collaboration in Africa.
