Why South Africa needs prosecutor-led investigations

Police and prosecutors will discuss the benefits of this approach for dealing with organised crime and corruption.

President Cyril Ramaphosa recently announced that a prosecution-led investigation unit will be set up in the National Prosecuting Authority (NPA) to tackle state corruption. This model has proven exceptionally effective in South Africa and elsewhere. The former Directorate for Special Operations (Scorpions) used this approach with good results before it was closed in 2009. Similarly, in Bavaria, Germany, prosecutors and investigators regularly collaborate to tackle complex and organised crime.

Prosecutors from the NPA, detectives from the Directorate for Priority Crime Investigations (Hawks), and the Bavarian State Police will explore the potential of prosecutor-led investigations in South Africa.

Chair: Ottilia Anna Maunganidze, ISS
