Not all AU members voted in favour of withdrawing from the ICC. What happens now?

The recently concluded 28th African Union (AU) Summit adopted a decision on a collective withdrawal strategy from the Rome Statute of the International Criminal Court (ICC). But the decision, a result of the progressively worsening relationship between the ICC and the AU, was not approved by all member states.
