The 2023 ENACT Organised Crime Index shows that organised crime remains a profound global challenge. It threatens livelihoods and international cooperation amid growing political, social and economic disparities worldwide.

Organised crime networks take advantage of gaps in governance, economic inequalities and political frictions. The index is a clear signal that more must be done to address the relationship between organised crime and global trends, and reduce the impact of illicit economies on governance and wellbeing.
