Between 1998 and 2004/5, car theft and car hijacking fell by 22% across South Africa. At the same time, the number of recorded aggravated robberies rose by nearly 40%. In an ISS Occasional Paper, Cars and Robbers: Has car theft crime prevention worked too well?, ISS senior Researcher Antony Altbeker, asks whether there is a relationship between these two trends. His statistical analysis of the patterns of car crime and aggravated robbery suggests that one of the ways that car thieves have adjusted to improvements in law enforcement and vehicle security has been by turning to robbery to make a living.
