ISS Seminar: Assessing Effective Counter-Terrorism Strategies and Measures in Africa

The seminar will focus on the following key areas relevant to counter-terrorism in Africa:

  1. Successes and failures of counter-terrorism strategies

  2. Practical challenges impeding the effective implementation counter-terrorism measures, policies and laws

  3. The relationship and possible dichotomy between the international imperative to prevent and combat terrorism and other security, development and good governance challenges facing the continent

  4. African commitment or resistance to complying with international counter-terrorism obligations stemming from the universal counter-terrorism instruments and UN Security Council Resolutions on terrorism

  5. Africa’s commitment and practical ability to implement the recently adopted UN Global Counter-Terrorism Strategy

  6. The role of sub-regional organisations and the AU in enhancing counter-terrorism responses in Africa, including international cooperation in criminal matters

  7. The role of the international community in promoting counter-terrorism capacity and good practice on the continent.
