Can the Horn deal with the impact of COVID-19?

Responses by governments and IGAD will be discussed in terms of their political and security impacts.

COVID-19 has shown the importance of solidarity and cooperation between and among states in how they approach the pandemic. In the Horn of Africa, governments under the auspices of the Inter-Governmental Authority on Development (IGAD) put forward a regional strategy to mitigate the health and socio-economic impact of the pandemic.

Some of these measures have had positive results, but others have had damaging socio-economic, security and political effects. This seminar assesses responses by governments and IGAD, and coordination between IGAD and the African Union on the peace and security challenges that COVID-19 poses in the Horn.
