What happens if a state turns against its own people? Should the international community respect state sovereignty and the principle of non-interference, or should it intervene in an internal conflict?
 
The publication “The Responsibility to Protect”– From Evasive to Reluctant Action?The Role of   Global Middle Powers” contributes to the debate around R2P from the perspective of four  middle-power countries and regional hegemons – Germany, India, Brazil and South Africa  (GIBSA) – which were all non-permanent members of the United Nations Security Council in  2011, and whose views were often overshadowed by those of the permanent members.
 
To date, the positions of the GIBSA countries on R2P have repeatedly diverged, mirroring the  worldwide controversy around the norm. Nevertheless, a debate is necessary in order to highlight  the deficiencies of R2P and to create momentum for furthering the norm-construction process. “The Responsibility to Protect – From Evasive to Reluctant Action? The Role of Global Middle  Powers”, a collaborative effort between SAIIA, ISS, HSF and KAS, brings together leading   researchers on the subject, highlighting the GIBSA countries’ positions on R2P and exploring their contribution to the development of the norm.
