14 September, Pretoria: Placing Children on the Response Agenda in the Eastern Democratic Republic of the Congo

The seminar will examine the current emerging security dynamics in the eastern DRC and the resultant impact on displaced children and child soldiers, as well as responses by various actors, for the connections between displacement and the use of children as soldiers remain poorly understood. The seminar will provide insights into the challenges, if not addressed, that child soldiers will continue to face in the context of armed conflict and perpetual displacement. It takes into cognisance the fact that developing a better understanding of how insecurity, displacement and unrest impact the lives of children and their families is critical.

Paper 236: Maritime security in the Indian Ocean: strategic setting and features, Thean Potgieter

The Indian Ocean is an economic, energy, cultural and military highway of considerable strategic importance. As maritime power in the Indian Ocean and power projection into it are common historical features, Indian Ocean maritime security is multifaceted and dynamic. This paper deals with maritime security in the Indian Ocean and focuses on the strategic value of the Indian Ocean, maritime security characteristics and threats (specifically military aspects, sea lanes of communication, maritime piracy, port security, ocean resource security, smuggling and human trafficking, non-state threats and the outsourcing of security), as well as potential responses such as sub-regional and multinational cooperation.

Kenya

Les élections étant, de par leur nature même, un processus très contesté, celles au Kenya risquent fort de polariser le pays. Les politiciens baseront sans aucun doute leur campagne sur la rhétorique émotionnelle, ce qui alimente les inquiétudes concernant le déroulement pacifique des élections. Toutefois, le fait que le Kenya ait entrepris des réformes judiciaires et du corps électoral et que la CPI se soit penchée sur les évènements de 2007 peut aider à limiter les cas extrêmes de violence. Ceci n’éliminera tout de même pas complètement la mobilisation politique selon les lignes ethniques et les violences sporadiques.

Égypte

Le 24 août, au Caire, plus de 3 000 Égyptiens ont protesté contre le président Morsi, accusant ce dernier et son parti de monopoliser le pouvoir étatique, d’islamiser la nation et de menacer l’État laïc. Selon eux, M. Morsi a outrepassé ses pouvoirs en s’accaparant le pouvoir législatif. Des partisans de l’armée, la jeunesse laïque et libérale, des organisations chrétiennes coptes et des activistes ont protesté contre la monopolisation du pouvoir par les islamistes en l’absence d’une constitution ou d’un parlement. Toutefois, malgré leurs réserves à propos d’autres sujets, les groupes libéraux tels que le Mouvement de la jeunesse du 6 avril, qui a organisé et mené la révolution, a qualifié la décision de M. Morsi de «premier pas vers l’établissement d’un État civil» et indiqué qu’il voulait «une armée nationale forte afin de protéger la nation qui n’intervienne pas dans la politique».

This policy brief reviews the salient factors affecting the progress made to date, and the policy challenges militating against the force`s timely operationalisation. Its broad recommendations highlight policy options to realign the concept of the ASF, bring the force into existence, and reappraise what role and functions it should be organised and equipped to undertake and in what conflict situations. The brief does not cover training and other purely operational dimensions of the ASF project.

Conference Report:  Sino-African Union cooperation in Peace and Security in Africa

2005 marked the 50th anniversary of the establishment of the first diplomatic ties between China and African countries and saw an increased focus on the relationship between China and Africa. In June 2006, Chinese President Hu Jintao and Premier Wen Jiabao visited ten African countries to promote China-Africa relations. In November of the same year, African heads of state met in Beijing to negotiate a massive Chinese package of aid and assistance for Africa, which included preferential loans, cancellations of debt, and numerous other initiatives. Historically, China has played a different role in Africa to that of other colonial powers, supporting African countries in various liberation struggles, providing educational opportunities and assisting in healthcare. Tangible evidence of Sino-African Union (AU) relations is the impressive building housing the AU’s headquarters in Addis Ababa, Ethiopia – a gift to Africa from China.
