ISS Executive Director

At a pivotal moment for Africa and the world – marked by shifting global power, conflict, climate stress and political transition – the Institute for Security Studies (ISS) is seeking an Executive Director (ED) to lead the organisation into its new strategic cycle.


This is a rare opportunity to shape continental and global policy debates, steer a highly respected pan-African institution, and ensure that cutting-edge research translates into policies and practices that improve human security in Africa.


As Africa’s leading policy research institute, ISS advances human security through policy relevant research, technical assistance, training and strategic engagement across the continent. The successful candidate will be based in Pretoria, South Africa.

Role of the ED

The ED provides strategic leadership and operational oversight across ISS’ programmes, departments and regional offices. The ED is responsible for organisational performance, guiding the management team to deliver high-impact research, technical assistance and training that informs policy and practice, and responds to the global and regional dynamics affecting Africa’s human security.

Key responsibilities

  • Lead ISS’ funding strategy, cultivating and managing high-level relationships with donors, partners, governments, multilateral institutions and civil society
  • Ensure ISS maintains a strong, credible and visible continental and global profile as the leading voice on human security in Africa
  • Lead the implementation of the ISS 2026–2030 strategy while working closely with the Board of Trustees to define priorities for the next strategic cycle
  • Ensure effective implementation of organisational plans, policies and donor agreements
  • Drive organisational performance and innovation in response to external and internal challenges

Required competencies

  • Strategic leadership: Demonstrated ability to develop and implement organisational strategies and innovative solutions, and maintain ISS as the leading voice on human security in Africa
  • Deep understanding of African human security: Exceptional insight into the complex dynamics of human security across the continent, with proven ability to translate research into effective policy and programming
  • Leadership excellence: Proven ability to lead and inspire diverse teams, demonstrating integrity, accountability, empathy, resilience, vision and positivity
  • Analytical thinking and problem solving: Ability to visualise, articulate and solve complex problems through logical analysis and evidence-based decision making
  • Initiative and innovation: Ability to take action to influence events, generate ideas for improvement and drive innovation
  • Financial acumen: Advanced understanding of financial management, forecasting, risk management and implementation of financial systems and processes
  • Communication: Exceptional written and verbal communication skills with the ability to communicate effectively at all levels, both internally and externally
  • Strategic planning: Ability to develop clear, detailed projects and work plans with well-defined objectives, outcomes, activities, outputs and timeframes
  • Relationship management: Advanced interpersonal and diplomatic skills across all organisational levels and with external stakeholders

Required experience and skills

  • Proven track record in fundraising, developing proposals and managing donor relationships with governments, multilateral institutions and foundations
  • Extensive experience managing projects and teams involved in qualitative and quantitative research, technical assistance and training within a Results-Based Management framework
  • Demonstrated success leading diverse, multi-location teams and managing organisational governance
  • Established network of stakeholders across Africa and internationally, with experience engaging at high-level policy forums
  • Comprehensive financial management experience including budgets, multi-currency operations, donor reporting and host country agreements
  • Exceptional English language skills (written and verbal); French language skills highly desirable
  • Strong publication record in peer-reviewed journals or other relevant research or analytical outputs

Qualifications

  • Master’s degree in social sciences, law, international relations, development studies or related field. A PhD is desirable
  • Business administration, management or financial degree is desirable
