The PSC's provisional agenda for August 2018

In August 2018 the Peace and Security Council (PSC) will focus on thematic issues, including Africa’s security priorities, democracy, governance and ending child marriage. The PSC will also examine the situations in Lesotho and the Democratic Republic of Congo (DRC). This month, the PSC is chaired by Her Excellency Susan Sikaneta, Zambia’s ambassador to Ethiopia and permanent representative to the African Union (AU).

Preparing for the amnesty month in September

Every year, September is the AU amnesty month for the surrender of illegal weapons to state authorities with guarantees of no prosecution. The amnesty month is part of the AU drive to silence the guns on the continent by 2020. The preparatory meeting on 7 August enables the PSC to sensitise and urge member states to explore creative ways to implement the amnesty provisions.

The situation in the DRC is one of the top priority issues on the PSC agenda as the date for elections in the volatile country draws near. The recent 12th joint consultative meeting between the United Nations Security Council (UNSC) and the PSC also focused on the situation in the DRC. The UNSC and PSC were united in calling for all measures to be taken to ensure the elections scheduled for 23 December are held. The PSC meeting on 29 August will enable the council to once again emphasise the urgency of holding the elections as scheduled.

Open sessions

This month the PSC will hold two open sessions. The first is to discuss the AU’s campaign against child marriage. On 14 August the PSC will be briefed by the AU Commission (AUC) Department of Social Affairs on the progress made in this campaign.

A second open session will look at the AU Charter on Democracy, Elections and Governance, which entered into force in 2012. The meeting will examine whether the charter is sufficient to promote democracy and good governance on the continent.
