ISS Dakar: Regional Office Director for West Africa and the Sahel

The Institute for Security Studies (ISS) is looking for an inspiring and experienced Regional Office Director to lead our operations in Dakar and guide our human security work across West Africa and the Sahel.

 

As a pivotal member of our leadership team, the Regional Office Director will drive ISS' strategic initiatives, empower high-performing teams and cultivate dynamic partnerships across the region. The position requires a skilled leader who can navigate complex security challenges and foster innovative solutions.

Key responsibilities:

  • Strategic leadership: Manage the office’s operations and programmatic work and implement ISS' strategy in West Africa and the Sahel. As an ISS management committee member, contribute to the overall strategic management of the ISS
  • Team management: Lead and motivate programmatic and support staff to deliver impactful research and policy interventions
  • Regional representation: Build and maintain strong networks in the region with governments, international organisations and civil society
  • Fundraising and partner liaison: Develop and maintain relationships, secure funding, ensure contract compliance and timely reporting
  • Financial oversight: Manage budgets and spending, ensure financial compliance and cost-effective use of resources
  • Research leadership: Guide research activities and the communication and dissemination of findings
  • Governance and management: Ensure the regional office's legal, statutory and financial compliance, including maintaining host-country relations
  • Monitoring and evaluation: Implement efficient M&E frameworks and tools and develop robust impact reporting

 

Key competencies:

  • Leadership and communication: Excellent interpersonal, leadership and communication skills to interact with senior management, staff and external stakeholders
  • Problem solving: Ability to tackle complex, multi-dimensional problems with practical and innovative solutions
  • Organisational and planning skills: Exceptional project management skills and the ability to oversee detailed project plans and budgets
  • Research and analysis: Sound understanding of human security in Africa, with experience in research methodologies, analysis and communication
  • Financial management: Competence in budget preparation, fiscal control and resource management

Qualifications and experience:

  • A postgraduate qualification in social sciences, law, international relations, public policy or related field
  • Strong management skills with at least 10 years in a senior management position
  • Experience with fundraising, donor liaison and donor reporting
  • Experience in budget planning, efficient monitoring of expenditure and financial reporting; a business administration or financial qualification will be advantageous
  • Experience working in: a policy research, training and/or technical assistance environment; policymaking; government; or an intergovernmental organisation
  • Experience in using results-based management
  • Willingness to travel extensively in Africa and internationally
  • Fluent in English and French


The contract will be for three years and may be renewed subject to the ISS’ requirements, funding and satisfactory performance. A competitive salary is offered.
