Since 2022, the Clingendael Conflict Research Unit and the Institute for Security Studies have implemented the Legitimate Stability Research Programme (LSRP), under a five-year agreement with the Netherlands Ministry of Foreign Affairs.
The programme was set up by the ministry’s Department for Stabilization and Humanitarian Aid to strengthen the Netherlands’ evidence base for its international development policy and programming – including initiatives addressing security, rule of law, irregular migration, governance, poverty and inequality and conflict prevention.
The ‘near-end review’ will take place between July 2025 and February 2026, concluding with a workshop and final report. The main aim of the review is to help ensure accountability and learning, providing recommendations for the remainder of the programme as well lessons for future research partnerships.
The LSRP partners are looking for a consultant who can facilitate a robust, methodologically sound evaluation process that fosters learning and provide insights on how to improve the programme.

Please note:
- We will look particularly at your track record in conducting similar reviews and evaluations
- We encourage applications from those who have prior experience with research partnerships for (foreign) policy; and those with experience in research-policy linkages in contexts of fragility and conflict
- Prior experience in conducting reviews of programmes funded by the Netherlands Ministry of Foreign Affairs is a plus
- Indicate your availability in the period between July 2025 and February 2026
- We will contact potential reviewers after 18 July. Interviews will take place on 23-28 July
