05 Nov 2009: ISS Seminar: Options for Peace and Justice in Darfur: Implications of the Recent Report by the African Union High-Level Panel on Darfur

ISS Seminar: Options for Peace and Justice in Darfur: Implications of the Recent Report by the African Union High-Level Panel on Darfur,

5 November 2009

On the 8th of October the African Union High-Level Panel on Darfur (AUPD) presented its comprehensive report on the conflict in Darfur to the AU Commission. The AUPD, set up in February 2009, was tasked to develop recommendations aimed at bringing peace to Darfur. Although not yet publically available, indications are that the report focuses on justice and reconciliation as crucial means of bringing lasting peace to Darfur. The AUPD has reportedly recommended the formation of a hybrid court to try criminal offenders and a truth, justice and reconciliation commission to promote reconciliation. These recommendations will have a number of implications for Sudan, the ongoing conflict in Darfur and Sudanese President Omar Hassan al-Bashir, who in March 2009 was indicted by the International Criminal Court (ICC).

The seminar will address the key political and legal implications of the AUPD’s recommendations, including: the prospects for peace and justice processes in the country in general, and in Darfur in particular; the feasability of a hybrid court model to deal with the crimes in question and the implications for legal reform in the country; and the possible role of the ICC, especially considering its indictment of President al-Bashir.
