This launch follows a joint project of the ISS, Chatham House (New Security Issues Programme), and the United Nations Association-UK. The project undertook a survey aimed at providing a strategic input to the implementation process of the commitments made in the Joint Africa/G8 Plan to Enhance African Capabilities to Undertake Peace Support Operations (the Joint Plan). The objectives are to: a) provide a strategic analysis of key challenges that need to be addressed by African and donor institutions and governments in implementing the Joint Plan; and 2) Identify specific activities relating to the implementation of the Joint Plan that could potentially be prioritised as a result of African/G8 discussions during the UK’s Presidencies of the G8 and EU in 2005.

Following the launch of the report in London on 13-14 April 2005, this seminar aims at the dissemination of the report within Africa, in order to share perspectives on the constraints, challenges and prospects attending to the establishment of the African Standby Force (ASF) and external support arrangements. The presenter will highlight the regional and donor perspectives on the ASF, with the view to promote deeper understanding of the issues involved.

Speakers:

  • Dr. Alhaji M.S. Bah: Senior Researcher, will explain the key outcomes of the survey and the relevant recommendations.

  • Festus B. Aboagye: Programme Head, PMP, will discuss key constraints, challenges and prospects of the establishment of the ASF and areas of critical donor assistance and support.
