Â
29 - 30 September 2009
Â
The Institute for Security Studies (ISS) through its Addis Ababa based Conflict Prevention Programme (CPP), is organizing an Experts Roundtable Workshop entitled, “Climate Change and Transboundary Water Conflicts in Africa: Legal, Policy and Institutional Challenges” to be held in Sun ‘n Sand Beach Resort, Mombasa, Kenya, September 29-30, 2009. In this regard, this workshop, within the context of climate change examines the role and experiences of national governments and Regional Economic Communities in managing water related conflicts, implement national climate change policies and analyse the legal and institutional challenges facing Africa in combating climate change and preventing and managing transboundary water conflicts. The workshop brings together key experts, government officials, researchers, practitioners and civil society officials working in the field of governance, climate change, natural resources, peace and security in Africa.
Â
Commissioned researchers will present their work on variety of topics examining the threat of climate change as a basis for strengthening and consolidating the prevention and resolutions of conflicts over the use of transboundary water resources in Africa. It is expected that the roundtable discussion and research conducted will contribute towards influencing policy debates and consultations on issues pertaining to climate change and transboundary water conflicts in Africa. Participants will include African policymakers, AU officials, the international donor community, United Nations officials, scholars, and civil society representatives from various regions of Africa.
Â
It is envisaged that the workshop report will address the following variety of themes (which are merely suggestive):
Â
- Asses the past achievements of the Nile Basin Initiative.
- Assess the basic impediments that hinder sustainable and basin-wide cooperation in the Nile River Basin.
- Enhancing an improved understanding of climate change and transboundary waters conflicts in Africa.
- Improve cooperation and coordination among AU, Member states and regional organizations.Â
- Contributing toward the development of appropriate water legislative and regulatory framework for the regulation of transboundary water, and climate change policy both at the national and regional level.   Â
