Human Security Dialogue Forum: The Nile, Lake Victoria and the Migingo Island - The Implication of the Use of Regional Commons on Sovereignty and Integration, 17 November 2009Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â
Â
Â
Hosted by the African Human Security Initiative Secretariat at the Institute for Security Studies, and the Hanns Seidel Foundation
Â
Some of these riverine states have a history of solving their disputes violently and as climate changes are set to alter boundaries in terms of human settlements and migrations, the African Human Security Initiative and the Hanns Seidel Foundation are hosting this 3rd Human Security Dialogue Forum to raise awareness of the need for non-violent dialogue on sharing water resources. The debate will revolve on how these conflicts can be resolved through legal, diplomatic and political means.
Â
These disputes compel us to ask: Can regional integration work when countries continue to squabble over essential resources such as water? All the countries involved in the disputes on the sharing of the Nile waters and Lake Victoria [and its islands] issues have membership in at least two of these overlapping regional groups: the East African Community, the Common Market for Eastern and Southern Africa (COMESA), the Inter-Governmental Authority on Development (IGAD), the International Conference on the Great Lakes Region (ICGLR) and all are members of the African Union.
Â
Presentations will be made by Dr. Wafula Okumu and Dr. Debay Tadesse of the ISS. The intention will be to sensitize politicians and policy makers to the need to pay closer attention to these crises rather than use them to divert attention away from domestic problems.
