04 Dec 2009: ISS Seminar: Abyie Border Demarcation: Implications and Possible Outcomes

Abyie Border Demarcation: Implications and Possible Outcomes, 4 December

The Conflict Prevention Programme (CPP) of the Institute for Security Studies (ISS) – Addis Ababa Office would like to cordially invite you to a public seminar entitled: Abyie Border Demarcation: Implications and Possible Outcomes.

The Government of Sudan mainly led by the National Congress Party (NCP) and the Sudan People’s Liberation Movement (SPLM) have previously agreed on the Abyie Protocol, as stipulated by the comprehensive peace agreement (CPA) to solve the border demarcation of Abyie. However, both the NCP and SPLM have not been able to reach a fair deal or a compromise position over the Abyie issue and therefore referred the dispute to the Permanent Court of Arbitration in the Hague for a final and binding ruling. Yet, the court ruling was fiercely contested and inter-tribal rivalries are mounting. The Conflict Prevention Programme (CPP) is organizing a seminar featuring leaders of the conflicting groups in Abyie to highlight the critical issues related to the dispute including historical roots and taking into account the major dilemma of access to grazing land and pasture and unpacking future possibilities in light of the new demarcation.

The CPP programme strives to complement and support the work of the African Union (AU) and AU Member States particularly on issues of peace and security. The ISS Public Seminar Series is part of the CPP’s effort at consensus-building by providing a platform for sharing information, encouraging policy debates and dialogues on the African peace and security agenda. The aim is to stimulate quality discussion, in-depth and constructive interaction between participants. Our four presenters will be Sultan Chief Kual Deng Majok (Paramount chief of Dinka Ngok), Sultan Bagat Makwag Abyem (Dinka Ngok), Amir Ismaeel Hamdeen (Missiriya) and Bashtna Mohamed Salem the head of mediation committee for Missiriya and Dinka Ngok.
