ISS Conference: Policing in South Africa in 2007: Key Issues and Developments:
To consider developments in policing in 2007 in light of the restructuring of the SAPS and the 2010 FIFA World Cup
Centurion, 31 October - 01 November 2007

The SAPS has undergone a number of transformation and restructuring processes since the advent of democracy in 1994. While the processes have brought about positive changes to the service, it has also brought about unintended consequences.

One of the units most affected by the processes is the SAPS unit responsible for crowd management. Known as Public Order Police since 1996, the unit transformed to become the Area Crime Combating Unit in 2002. Since the SAPS restructuring in 2006, the unit is operating as the Crime Combating Unit. Given the many transformations, the critical question is how the processes have impacted on the ability of the units to carry out their function optimally, especially with the increase in protest marches and the impending 2010 FIFA World Cup.

It was with this in mind that the Institute for Security Studies conducted research into the units. However, given that the Crime Combating Units are not independent from the SAPS, it is necessary to consider them within the broader context of the SAPS and policing. The conference therefore not only looks at the functioning of the Crime Combating Units, but also at key issues and developments in policing in South Africa.
