Commandos have, for a long time, formed an integral part of policing in South Africa, especially with regard to agricultural crimes like stock theft, as well as general policing of rural areas. President Mbeki’s announcement in February 2003 that the Commandos are to be phased out by 2009 was therefore met with some controversy. The decision implies that the South African Police Service (SAPS) is now strong enough to police rural South Africa on its own, and that the transitional role the military has been playing in this area can come to an end.

The ISS commissioned research to consider the impact of phasing out the commandos, with the key question being whether rural policing would be strengthened or weakened by the decision. The study reviewed current activities performed by the commandos as well as possible scenarios when the SAPS takes over these responsibilities. The monograph in which the findings are published will be released at the seminar.
