07 Oct 2004: ISS Seminar, Pretoria: Is there still a need for civilian oversight over the police?

SEMINAR: IS THERE STILL A NEED FOR CIVILIAN OVERSIGHT OVER THE POLICE?

Thursday, 7 October 2004

Presented by the
CRIME AND JUSTICE PROGRAMME

[Presentation - D Mistry] [Presentation - G Newham] [Presentation - S Tait]

Recent events such as the Optel Rooi case in the Northern Cape, the Diepsloot uprising and the alleged involvement of Metro police in criminal activities suggests that civilian oversight over the police is lacking. Research conducted by the ISS and the CSVR under the auspices of the Open Society Foundation’s ‘Strengthening Civilian Oversight’ project indicates that the structures established to deal with civilian oversight are having varying degrees of success in fulfilling their mandate. What are the prospects for civilian oversight? Should civilian oversight be strengthened or abandoned?

Speakers:

Mr F Cachalia, MEC for Community Safety: Gauteng, will speak about the challenges facing civilian oversight and the way forward.

Sean Tait from the Open Society Foundation will address the need for strengthening civilian oversight over the police.

Duxita Mistry and Judy Klipin from the ISS will examine the role of the national and provincial secretariats for Safety and Security.
