Bystander No Longer: Africa`s Response to Terrorism

The realignment of the Algerian GSPC with Al Qaeda and the struggle for control of Somalia are the clearest examples of terrorist risk. The United States and other countries are already mounting extensive security and intelligence operations. Can Africa afford to look the other way?

1) How serious is the extremist threat in Africa?

2) Where are the main targets?

3) How can African countries best coordinate their anti-terrorist actions?

  • Jakkie Cilliers, Executive Director, Institute for Security Studies (ISS), South Africa
  • Jendayi Frazer, Assistant Secretary, Bureau of African Affairs, US Department of State, USA
  • Ronald Kasrils, Minister of Intelligence Services of South Africa
  • Moderated by François Grignon, Director, Africa Programme, International Crisis Group,
