The Conflict Prevention Programme (CPP) of the Institute for Security Studies (ISS) Addis Ababa Office cordially invites you to a public seminar entitled: Analysis of the 13th Ordinary Summit of the AU Heads of States and Government.

The 12th Ordinary Summit of the AU Heads of States and Government decided to transform the AU Commission into the AU Authority; and directed the Executive Council to convene an Extra-Ordinary Session within the next three months to consider proposals by the Commission on the implementation of the Assembly Decision with particular regard to the following: The functions of the AU Authority; the size of the Authority; the functions of the Secretaries; and the financial implications for establishing the AU Authority.  It further requested the Executive Council to report to the next Ordinary Session of the Assembly in July 2009.

As directed, the Executive Council met in Sirte from 15 - 16 April 2009 and considered the proposal by the Commission on transforming the AU Commission to the AU Authority as a major step toward the realization of the establishment of the United States of Africa.  During the Special Session, it was agreed that the process of the establishment, functioning and development of the Authority, as well as the progressive movement towards the United States of Africa, should be conducted in a transparent and professional manner.

Based on the above various decisions, reports and outcomes emanating from the 13th AU Summit held in Sirte from June 24 – 3 July 2009, the seminar will interrogate the implications of the proposed Authority on enhancing the performance of the AU Commission, advancing process of continental integration, and promotion of human security in Africa. In doing so, the seminar seeks to inform the various stakeholders on the implementation process and details of the aforementioned Summit Decisions. Panelists will be drawn from African diplomatic community, civil society and the AU Commission. Members of the diplomatic community, AU Commission, educational and civil society will be present.

The CPP strives to complement the work of the AU member states and the activities of the AU Commission, Peace and Security Council (PSC), AU Member States and other stakeholders in Addis Ababa with a view to promote human security in Africa.  The aim is to stimulate quality discussion in-depth and constructive interaction between participants.

You are invited to participate in this important discussion. Please forward this invitation to interested colleagues.
