Peace and Security Council Report No 46
The May PSC Report contains a country analysis on Zimbabwe, a mission analysis on AMISOM and a retrospective article on the Panel of the Wise.
The Zimbabwe country analysis focuses on the constitutional referendum of 16 March 2013 and the likelihood of a troubled advance toward eventual elections. The article suggests possible scenarios concerning the elections and proposes options for SADC and the PSC to ensure a successful electoral process.
The mission analysis traces the progress made so far in the review of the African Union Mission in Somalia (AMISOM). While acknowledging AMISOM’s success against Al-Shabaab, the article cautions that this terrorist group still has the capability to attack AMISOM and government forces. The increasingly diversified responsibilities of AMISOM are highlighted and a number of scenarios affecting AMISOM are proposed along with policy options for the PSC to enhance the effectiveness of this mission in Somalia.
The retrospective article about the Panel of the Wise focuses on recent developments affecting this organ of the African Peace and Security Architecture, particularly in the first four months of 2013. The article also discusses the similar mechanisms that exist within the eight Regional Economic Communities that enjoy recognition by the African Union.
