ISS Seminar: The Darfur Debacle: When is a Hybrid not a Hybrid?
Pretoria, 2 July 2008

The seminar is organised under the auspices of the ISS Training for Peace (TfP) in Africa Programme

On 31 July 2007, the United Nations Security Council passed a resolution that was widely expected to bring about the needed change in Darfur’s troubled region of the Sudan. Acting under Chapter VII of the United Nations Charter, the Security Council authorised UNAMID—AU/UN Hybrid Operation in Darfur to, among other things:

…take all necessary action to support implementation of the Darfur Peace Agreement…and to ensure the security and freedom of movement of its own personnel and humanitarian workers…[as well as] prevent the disruption of implementation and armed attacks, and protect civilians without prejudice to the responsibility of Government of Sudan.

The UN decision to intervene became necessary when, as widely acknowledged, the African Mission in Sudan-Darfur (AMIS) proved incapable of relieving the humanitarian catastrophe.

Since the transfer of authority on 31 December 2007, however, the situation in Darfur does not appear to have changed at all. Indeed, it is arguable that the humanitarian and security situations have taken turns for the worse, while the peace process is in shreds after the unprecedented attack on Omdurman in May.

The seminar aims to engage with the discourse around the hybrid operation and to what extent that it promises to deal with the worsening security situation in Darfur. The Speaker, Colonel Festus Aboagye, will share some perspectives on the current situation, based on a recent field research trip to Darfur.
