World Economic Forum on Africa 2007:
Raising the Bar
Cape Town, 13-15 June 2007
On Wednesday, 13 June, the ISS Executive Director, Dr Jakkie Cilliers, will take part in a session discussion on Africa`s Response to Terrorism.
Bystander No Longer: Africa`s Response to Terrorism
Africa is increasingly becoming a central theatre in the war on terror. The realignment
of the Algerian GSPC with Al Qaeda and the struggle for control of Somalia are the
clearest examples of terrorist risk. But the problem is spreading beyond the hotspots,
and may present serious challenges to the security institutions of half a dozen
countries across the continent. The United States and other countries are already
mounting extensive security and intelligence operations. Can Africa afford to look the
other way?
1) How serious is the extremist threat in Africa?
2) Where are the main targets?
3) How can African countries best coordinate their anti-terrorist actions?
- Jakkie Cilliers, Executive Director, Institute for Security Studies (ISS), South
Africa
- Jendayi Frazer, Assistant Secretary, Bureau of African Affairs, US Department of
State, USA
- Ronald Kasrils, Minister of Intelligence Services of South Africa
- Moderated by François Grignon, Director, Africa Programme, International Crisis Group,
Belgium
