Summary and Rationale

Following the September 11, 2001 terrorist attacks in New York and Washington DC, the combating of terrorism has been propelled to the top of many national and international security agendas. The urgency attached to this issue is illustrated by the rapid adoption of a number of international and regional declarations and resolutions calling for more effective steps to be taken. Despite this urgency and numerous calls to adopt a “global strategy against terrorism”, hardly any research has been undertaken relating to the threat posed by terrorism within this sub-region, or about existing legal instruments and practical measures that will have an influence in any counter-terrorism initiative.

With financial support from the Norwegian Ministry for Foreign Affairs, the ISS is undertaking an applied research project with two equally important objectives: Firstly, to assess the present and future threat posed by terrorism in SADC countries and in the sub-region as a whole. The second objective is to study the legislation relating to terrorism that is in place in SADC countries to identify legislative and institutional shortcomings, and to recommend legislative and policy changes that are required to combat terrorism more effectively.

The ISS will hold a seminar in Pretoria on 18 and 19 September 2003, with a focus on terrorism in Southern Africa and with some reference to terrorism on the African continent as a whole. The seminar will analyse the various manifestations of terrorism in Southern Africa and consider the efficacy of existing and proposed initiatives to counter it. The seminar aspires to provide a platform for making a concrete contribution to the better understanding of terrorism in the region and to discuss the pros and cons of relevant regional and international instruments and approaches to counter it.

A number of speakers who are knowledgeable in the field of counter-terrorism legislation and practice are expected to make presentations at the seminar. The attached draft programme indicates the subjects and themes, which they will discuss.

It is a pleasure for the ISS to invite you to the seminar. We expect stimulating presentations and discussions and hope that you will be able to attend.
