Seminar Presentation: `An Overview of Police Oversight`, Duxita Mistry (PDF 100kb)

On the 1 April 1997 the Independent Complaints Directorate (ICD) was established to investigate deaths in custody and as a result of police action. Over the years the ICD’s mandate has expanded and it has faced many obstacles including inadequate resourcing. The latest challenges have called the very rationale of the ICD – and of independent oversight of the police – into question. However, these challenges have confronted many similar bodies in other countries. Comparative research shows the importance of independent police oversight mechanisms and convincing arguments have been made for their relevance. Drawing on the experiences of the Independent Police Complaints Commission (IPCC) in the United Kingdom, this seminar examines the relevance and need for the ICD today.
