ISS Workshop: Nairobi, BY INVITATION ONLY: Workshop of ICGLR Zone 3 Ministers in Charge of Disarmament Date: 2010-10-28 to 2010-10-29 Venue: Laico Regency Hotel The workshop is organized by the ICGLR (International Conference on the Great Lakes Region) Secretariat and the Ministry of Foreign Affairs of the Republic of Kenya, pursuant to the ICGLR Pact on Security, Stability and Development. It is organized in conjunction with other partners i.e. the Regional Centre for Small Arms and Light Weapons (RECSA), German Technical Cooperation (GTZ) and the Institute for Security Studies (ISS). The broad objective of the meeting is to focus discussion on disarmament of armed pastoralists and devise strategies for joint Regional disarmament and the enhancement of human security and promotion of sustainable development activities. Zone 3 otherwise known as the Kalamoja cluster comprises the interconnected border areas of Kenya, Sudan, Uganda and Ethiopia as a Co-opted Member of the ICGLR process. The zone is populated by armed pastoralist communities who share similar cultures shaped by their hostile environment. The ICGLR process seeks to promote tripartite cooperation in this zone triangle to address insecurity in the region caused by widespread cattle rustling. The meeting will bring together line ministers responsible for disarmament as well as those responsible for the development of the pastoral areas and members of parliament to discuss the progress, challenges and the way forward for the disarmament exercise. The meeting will also sensitize the ministers and members of parliament about the protocol on cattle rustling and secure their support in ensuring its ratification. This seminar is made possible by funding from ICGLR, RECSA, GTZ and ISS.
