In December 1989, Liberia was thrown into the deep end of an intra-state conflict with far reaching ramifications for the security of the West African region, particularly for the Mano River Union countries of Sierra Leone and Guinea (Conakry), as well as Côte d’Ivoire.
ÂÂ
After interventions by the Regional Organisation, the Economic Community of West African States (ECOWAS), the UN and the international community, there is some hope that peace has returned to Sierra Leone and may soon return to Liberia in the near future. But while one wonders whether this peace will be sustainable, the region is still plagued by the intractable conflict in Côte d’Ivoire, a conflict that has so far defied the facilitation of South Africa.
ÂÂ
Why is West Africa so prone to intense and catastrophic conflicts within the continent, in spite of the proactive role of ECOWAS; why has there been little progress made in dealing with the gross impunity that has characterised its conflicts; and why is South Africa seemingly finding it difficult to break the stalemated Ivorian peace process?
ÂÂ
These and other fundamental questions that beg for answers will form the theme of the seminar that aims to provide deep insights into the dynamics of conflict in West Africa, a region that also boasts of one the most proactive security architectures within the continent.
ÂÂ
Speaker: Amb. James Victor Gbeho, former Special Representative of the UN secretary General in Somalia (UNOSOM II); former Special Envoy of the ECOWAS Chairperson in Liberia; former Ghanaian Minister for Foreign Affairs; and currently a Special Envoy of the UN Secretary General. Amb. Gbeho will also be delivering an after-dinner (by invitation) keynote address at the South African National War College, on 20 September 2005.
