ISS Seminar: Western Sahara: Understanding the Roots of the Conflict and Suggesting a Way Out
Pretoria, 8 December 2008

Hosted by the African Security Analysis Programme

Presenters

  • Dr Abdelhamid El Ouali: Professor of International Relations and International Law at the Faculty of Law, Hassan II University, Casablanca, Morocco

  • Mr M’hammed Khadad, Chief Negotiator with MINURSO and speaker of the Polisario negotiating team at the UN talks

Since the Spanish withdrawal from Western Sahara in February 1976 and Morocco’s move into the territory, the conflict that ensued between Rabat and the Polisario Front has proven very divisive in the Maghreb region and the wider African continent. Despite several attempts to settle the dispute, through peace talks, plans and proposals, peace has remained elusive. This interactive round-table seminar will bring two eminent personalities from both sides to discuss about the roots of the conflict, analyse the various peace proposals and plans, identify the stumbling blocks to peace, and suggest a way forward.
