ISS Seminar: Webs of Deceit in Our Time: The Growing Problem of Pyramid and Ponzi Schemes in South Africa and Beyond

Cape Town, 8 September 2009

Hosted by the Organised Crime and Money laundering Programme, ISS Cape Town

Over the last few years we have encountered investment deals which have ensnared unsuspecting investors, primarily because of the high returns dangled. The deceitful nature of some of these deals has manifested itself in an increasing number of instances, with huge losses of funds, assets and in a few cases, lives. This is an appropriate time to examine the characteristics of some of the schemes known to us.

The seminar will focus on the growing problem of fraudulent investment schemes which are usually referred to as pyramid and Ponzi schemes. We hope to facilitate a discussion to explain their basics characteristics, and to identify some indicators to assist potential victims to avoid getting caught up in them.

The objectives of the discussion are:

  • To identify and discuss the characteristics of fraudulent investment schemes encountered in South Africa

  • To compare them with similar schemes encountered in other parts of the world.

  • To identify the factors that enhance the vulnerability of investors to fraudulent investment schemes

  • To evaluate the prevailing regulatory and remedial mechanisms
