ISS Seminar: The UN and the African Union: From Layered Response to an Interlocking System

ISS Seminar: The UN and the African Union: From Layered Response to an Interlocking System
Pretoria, 18 April 2007

On 28 March 2007 the UN Security Council held a debate under the theme: ‘Relationship between the United Nations and regional organisations, in particular the African Union, in the maintenance of international peace and security.’ Two weeks prior to the debate South Africa had circulated a concept paper on the relationship between the UN and regional organisations; the paper focused on the potential of developing a framework for the relationship between the UN and the AU.

The debate at the Security Council occurred against the backdrop of significant peace efforts by Africa, supported by development partners, to develop a sequential model of peacemaking through the AU Peace and Security Council. These efforts have had significant effects, but much more needs to be done and many challenges remain. Now, more than ever, the African continent and, indeed the entire international community need to make a concerted effort to adopt a new vision and framework for cooperation in peace interventions that will assure future progress.
