ISS Seminar: The Politics of Post Conflict Reconstruction in the Republic of Congo (RoC)

ISS Seminar: The Politics of Post Conflict Reconstruction in the Republic of Congo (RoC)
10 June 2008, Addis Ababa

The Direct Conflict Prevention Programme (DCP) of the ISS Addis Ababa office would like to cordially invite you to a public seminar entitled: The Politics of Post Conflict Reconstruction in the Republic of Congo. The crisis in RoC seemed to have vindicated the argument that democracy is bad for Africa and also the greed and grievance thesis that has dominated animated the debate on natural resources and conflict. Since the end of the conflict, the country has embarked on a post conflict reconstruction process. Post conflict reconstruction is more than rebuilding societies emerging out of conflict. It is an exercise aimed at reconfiguring or legitimising the various modes of accumulation and distribution of resources, most importantly incorporating of a body polity or economy into the broader political economy. This is even more pertinent if struggle over access to and control of natural resources is at the epicenter of conflict.

This seminar seeks to interrogate RoC’s, political and economic life since the end of the war. Have politics really changed from the pre-war and war period? Has RoC completely broken free from war economy or has post conflict reconstruction merely legitimised and reinvent it? Using the African Union Policy Framework on Post conflict Reconstruction and Development as its point of departure, this seminar proposes some policy recommendations for post conflict societies rich with natural resources.

The panelists from the Republic of Congo will include H.E Marius Mouambenga Head, National Committee to Monitor Peace and Reconstruction Convention and Hon Fouty, Member of Parliament.

The DCP programme strives to complement and support the work of the African Union (AU) particularly on issues of peace and security. The ISS Public Seminar Series is part of the DCP effort at consensus building by providing a platform for sharing information, encouraging policy debates and dialogues on the African Peace and Security Agenda. The aim is to stimulate quality discussion, in-depth and constructive interaction between participants. To allow for construction interaction, presentations will be introductory remarks aimed at stimulating unconstrained discussion.
