ISS Seminar, Pretoria: Mass Atrocity Response and how Military Forces might Respond

The Mass Atrocity Response Operations (MARO) Project is a collaborative effort of the Harvard Kennedy School and the US Army Peacekeeping and Stability Operations Institute to develop concepts and planning tools for the military to use to respond to and prevent mass atrocity and genocide.  The Project is based on the idea that the failure to act in the face of mass killings of civilians is not simply a function of political will or legal authority; the failure also reflects a lack of thinking about how military forces might respond. States and regional and international organizations must better understand and prepare for the unique operational and moral challenges that military forces would face in a MARO. The Project recently launched a handbook on the subject, and the origins as well as the goals of the book and what is hoped to be achieved with the Project will be discussed.
