The recent incident of mass rape in the eastern Democratic Republic of Congo has again raised the question of security in the Democratic Republic of Congo. Despite the announcement of a new mandate for the United Nations mission, MONUSCO, to focus on stability, it seems that unfinished processes such as those dealing with the Demobilisation Disarmament and Reintegration (DDR) of Congolese armed groups and Disarmament, Demobilisation, Repatriation, Resettlement and Reintegration (DDRRR) remain an obstacle to achieving stability and development. The seminar will look at the incomplete status of the DDR and DDRRR processes and how these impact on future stability and will examine a possible way forward including how to protect civilians.
Speaker
Prosper Nzekani Zena, former advisor to the DDR programme in the DRC
