Securing the 2010 Soccer World Cup: Are We Ready?
27 September 2006

South Africa will be hosting the Soccer World Cup event in 2010 and in view of recent media reports questioning our readiness for an event of this magnitude, it is necessary to consider where we stand. This is especially relevant as far as security is concerned, keeping in mind our persistent high levels of crime and violence and the doubts it raises about our ability to provide adequate levels of security. The South African Police Service is the primary state institution responsible for the security of this event and, as in the past, will be assisted by a number of other state agencies, metropolitan police services and private security companies.

Speaker: Divisional Commissioner La Moer. Commissioner La Moer is the Head of the Division: Operational Response Services in the South African Police Service.

Com. La Moer is also chairperson of the operational planning committee responsible for the joint planning of the security operation for the 2010 Soccer World Cup. He will share his views on the ability of the police to provide the necessary security for this event and will in particular elaborate on the following issues:

  • The general crime situation in South Africa, its implications for the World Cup and measures in place to address the problem.

  • Potential threats relating to the event itself (e.g. terrorism, other crimes, soccer hooliganism, rioting crowds, etc).

  • The coordinating mechanism in place to facilitate the security planning process and to implement and manage the security operation.

Com. La Moer’s presentation will be followed by questions and general debate.
