The August 4, 2010 referendum on the proposed new constitution for Kenya saw an overwhelming endorsement by Kenyans. The support did not only indicate the desire of the masses for a new legal framework, but it was particularly illustrative of the general quest for change among Kenyans. Like every form of change in dispensations, reaping the benefits of the new dispensation, lies in the ability of the political leadership to implement the provisions and reforms proposed by the new constitution. However, despite progress in some areas, a great deal of politicisation and party polarisation of the important landmarks of the reform progress risk slowing down and derailing the process.
In this regard, the Institute for Security Studies (ISS) and Hanns Seidel Foundation (HSF) are jointly convening a half-day seminar on the progress, prospects and the challenges bedevilling the implementation of the new constitution. The forum aims at providing the necessary platform for the various actors involved in the process to review their involvement in the light of the realities on the ground; evaluate each other’s contribution; and interact with members of civil society organisations on their key concerns regarding the implementation of the constitution. Key issues to be discussed include:
-
Review of progress made in the implementation of the new constitution;
-
Key remaining milestones in the realisation of full implementation;
-
Critical challenges and prospects in the implementation process;
-
Prospects for the full implementation of the constitution before the next elections;
-
Implications of delays in the implementation of key milestone; and
-
The nature of politics surrounding the implementation process, among others.
Target Audience:
The workshop will bring together members of government institutions, parliamentarians, the diplomatic community, academia, researchers and members of civil society to deliberate on the key issues.
