Corruption and maladministration in the Department of Correctional Services has received substantial media coverage over the past four years, especially as the Jali Commission has proceeded with its work. The avalanche of allegations and reports of corrupt, dishonest and even criminal practices have created a sense of shock and disappointment with many South Africans that are still trying to come to grip with the achievements and challenges of the country’s ten- year old democracy.
ÂÂ
In light of this, CSPRI commissioned Prof Chris Tapscott (Dean: Faculty of Economic and Management Sciences, UWC) in 2004 to conduct an investigation into examples of good governance and management in South Africa’s prisons. The project was premised on two basic assumptions. First, that there are indeed examples of good governance despite the very challenging circumstances that prison managers face on a daily basis, and second, that whilst resources are important, this is not the determining variable in assuring good governance. Both assumptions proved to be correct.
