ISS Seminar: City Blues: Corruption and Management in South Africa's Metropolitan Police Departments

Hosted by the ISS Crime, Justice and Politics Programme

South African police are increasingly perceived as being corrupt. However, public discourse on police corruption fails to distinguish between the national police body - the South African Police Service (SAPS), and the country’s metropolitan and municipal police departments (MPDs). Research indicates that corruption is especially prevalent in the enforcement of traffic regulations which, in the major urban centres, is primarily the responsibility of the MPDs. Additionally, MPDs are responsible for by-law enforcement and crime prevention within their jurisdictions, creating further opportunities for corrupt cops to abuse their powers. The paper on which this seminar is based represents the first attempt of its kind to understand and compare the manner in which South African MPDs attempt to grapple with this scourge.
