ISS Seminar, Cape Town BY INVITATION ONLY: Mega Infra-Structure Development

Mega Infra-Structure Development: How do we prevent corruption?

The Institute for Security Studies Governance and Corruption Division, and the Goedgedacht Forum for Social Reflection jointly host the by invitation only dialogue entitled: Mega Infra-Structure Development: How do we prevent corruption?

Background:

Earlier this year President Jacob Zuma announced that South Africa would embark on an R850-billion infrastructure programme to “stimulate industrial development create jobs and accelerate growth”.  While the aims are admirable there is some disquiet about the potential for corruption given allegations of impropriety other public sector mega infrastructure and procurement programmes.  The questions being raised are around our capacity to ensure that both state-owned enterprises and private sector contractors are comply with accepted norms and standards.

In the past mega-deals have revealed some of the flaws in both our anti-corruption policies as well as their application.  The challenge that lies before us is to ensure that the developmental needs of the country are met while observing the norms of good governance.  The aim of this dialogue is to look at where the potential gaps are and what can be done to ensure that the mistakes of the past are not repeated.
